Special Property Tax Rates in Hokkaido
In our article that extensively explains property taxes in Japan, we mentioned that the standard property tax rate is 1.40% of the assessed value of the property. Although 1.40% is the standard rate, each city has the right to adjust the percentage depending on their financial situations. There are no cities that charge under 1.40%, but there are a few cities and towns that have a higher rate, going all the way up to 1.75%. Some prefectures do not have exceptions, and only the standard rate is applied. For example, property tax in Osaka has a fixed rate of 1.4% throughout the whole prefecture. We were able to find all of the cities in Hokkaido that have tax rates above the standard 1.40%, to save anyone that could be caught off guard.

There is a tendency for smaller cities to have a higher property tax rate, in order to make up for the smaller population, and the lack of a city planning tax.
Special City Planning Tax Rates
In our property tax article, we also mentioned the existence of a “city-planning tax” that is billed alongside property tax. This tax has a maximum rate of 0.3% of the property’s assessed value, but can vary depending on the city. Smaller cities tend to not have it all together, and even if they do, it tends to be smaller rate.
Hokkaido has a total of 179 municipalities, and only 56 have a city planning tax, and 7 of them have a lower rate than 0.3%.
Total Property Tax Bill
It needs to be noted that some of these higher rates are applied because of the lack of a city planning tax, such as Mikasa City. Since there is no city planning tax in Mikasa City, the total bill for property tax comes to be 1.75%, compared to the usual 1.70%. When combining the city planning tax, these cities have a total rate of over 1.70%:

– Takigawa City
In all of Japan, 150 cities/towns out of 1,569 total municipalities have a property tax rate higher than 1.40%. However, as these above cities, it is more important to understand the total tax that is going to billed for your property.
